Inside a city or out on acreage: who permits your shop?
Your address decides. Inside a city, the city reviews the shop like any other structure. Outside, a county reaches a building through a narrower power.
San Antonio typically requires a permit to build, remodel, repair or demolish a structure. It exempts one-story detached accessory structures used as tool and storage sheds, playhouses and similar uses at 300 square feet or less meeting the setbacks in Unified Development Code section 35-370(b), and states no larger one, so a working shop is past it.
Every other city draws its own line, and the three read for this page are nowhere near each other. Which city and county hold your address is at the seven counties.
Outside the cities, Bexar County is the case to know. The Fire Marshal Office at 210-335-0300 determines when building permits are required for structures not for single-family dwelling use, and the county calls a single-family dwelling a structure of three or fewer residential dwelling units. The county pages state no county building permit requirement for a one-to-three-unit dwelling and say nothing about a detached workshop on that lot, so call before ordering steel. Local Government Code Chapter 233 gives a county no general commercial building code; where a county has a fire code, its permit reaches a commercial establishment, a public building or a multifamily dwelling of four or more units.

Does the $50,000 accessibility rule reach a shop at your house?
Not the part you live in. TDLR states that the architectural barriers law and the Texas Accessibility Standards are relevant to public and commercial buildings and do not apply to private residences. The 2012 standards set the edge: where a commercial facility or public accommodation sits inside a private residence, the portion used exclusively as a residence is not covered; the portions used in operating the business are.
A shop that is the business building runs the full path. TDLR requires a project with a total estimated construction cost of $50,000 or more to be registered, with construction documents going to a registered accessibility specialist under Administrative Rule 68.50, and Government Code 469.003 reaches a building meeting the federal Americans with Disabilities Act definition of a commercial facility on or after September 1, 1993. Under $50,000 a project does not have to be registered but still has to comply, and TDLR states that a local jurisdiction or building official may require registration below $50,000.
The sequence costs more than the $175 filing fee. Government Code 469.102 bars the owner from applying for a local permit or starting construction before the plans go to TDLR, and bars a local official from accepting that application without verifying the registration. What does the slab carry, and who seals the drawings?
Two loads, and owners price only one. The frame drives its reactions into the column bases, so the concrete is poured to the anchor bolt plan in the package. The floor carries what you put on it: a loaded truck, a two-post lift bolted through the slab, a press, a bench. A lift added in year three is a slab decision made now. The dirt changes across this footprint, sometimes inside one county. Bexar runs three ways: shallow soil over hard limestone in the north, where Tarrant soils are a clayey layer a few inches to about 10 inches thick over rock; deep Houston Black shrink-swell clay east and west that cracks wide when it dries; loamy sand over a fine textured subsoil in the south (USDA Soil Conservation Service, Soil Survey of Bexar County, Texas, 1966, read 2026-09-13). In Wilson County the Elmendorf-Luling-Denhawken association carries shrink-swell potential and corrosivity to uncoated steel pipe (Soil Survey of Wilson County, Texas, 1977, read 2026-09-13). A soil answer comes before a slab drawing.
Who signs it turns on the span. Occupations Code 1001.056 exempts from the engineering chapter, where no engineering services are offered to the public, a one-story building of not more than 5,000 square feet with no clear span greater than 24 feet on the narrow side; where spans run longer, only the roof supporting members must be engineered or pre-engineered. Inside San Antonio the foundation and structural framing must be stamped and designed by a Texas professional engineer.

How tall a door, and does a shop need insulation?
Measure the tallest thing that will ever drive in, rack or fifth wheel included, then add what hangs above the opening: the door track, the opener, the header. Doors are framed openings, not accessories, so size, count and position ride on the building order, and eave height is the same question standing up.
Insulation does two jobs and only one is comfort: warm moist air on a cold steel panel condenses, and that water lands on whatever is below. Which energy code applies depends on the building: the State Energy Conservation Office states that the 2015 International Energy Conservation Code is the adopted Texas energy code for commercial construction and excludes single and two-family residences of three stories or fewer. San Antonio left the energy code out of its 2024 adoption and stays on the 2021 edition.

Does a shop pad need an Edwards Aquifer plan or stormwater coverage?
North and west of San Antonio it can, and that plan is the longest clock here. TCEQ requires an approved Edwards Aquifer protection plan before construction begins on the recharge, transition or contributing zone, and names Bexar and Medina among the counties here. Only portions are regulated, and TCEQ points to its map viewer for a specific site.
A house lot is not automatically outside it. Construction at a private residence on those zones is subject to the rules, and TCEQ lists cases where a homeowner may not need its own plan: a residence in a master community with an approved plan, a lot larger than five acres with no more than one residence, or impervious cover kept at or under 20 percent of the lot. Rooftops, driveways, concrete pads, sheds and sidewalks all count, so the roof, the apron and the drive count together.
Stormwater runs on acreage instead of zones. Disturbing one acre or more and discharging to surface water in the state takes coverage under the TCEQ construction general permit, with a pollution prevention plan before work starts; a site under one acre that is not part of a larger common plan of development or sale is not regulated. Most shop pads sit under that line; one with a new drive and graded yard can cross it.

Power, water and septic on a lot that has none of the three
Power is scheduling, not a hookup. For a business building on a new service, CPS Energy publishes about 15 business days for underground crews to set the transformer and 10 business days to install the meter and energize after the city inspection release. It calls that charge the customer construction cost and publishes no dollar amount.
Outside it the cooperative sets the clock. Medina Electric Cooperative runs a separate commercial application for a location that never had electricity, takes a non-refundable $100 engineering fee before the site visit, asks for 40 feet of cleared right of way, and normally takes four to six weeks once a job goes to construction. Guadalupe Valley Electric Cooperative asks three to five weeks from the request.
A bathroom or wash bay makes septic a permit, not a plumbing line. A permit and approved planning materials are required to construct, install, alter, extend or repair an on-site sewage facility, and the authority has 30 days to approve or deny. Rule 30 TAC 285.5 decides who may draw it: a professional engineer or a professional sanitarian seals the planning materials for non-standard treatment or disposal and for all new construction in the Edwards Aquifer recharge zone. The rules count any building that is not a single-family dwelling or duplex as commercial, and every county here has its own authorized agent, so TCEQ is not the office.

What metal shop builders do, and what to get in writing
A shop fits an owner who works on the property: a homeowner whose projects have taken the garage, a tradesman who needs a yard building with a bench and bay, a rancher who wants somewhere dry to fix things, not park them. If it is really covered parking with a tall door, that is detached garages and RV garages. If customers, patients or staff walk in, it is a commercial metal building, and the accessibility and plan review questions change with it.
